Als we de cijfers moeten geloven, is de spanning op de arbeidsmarkt alwéér toegenomen. In het eerste kwartaal van dit jaar stonden er 133 vacatures tegenover 100 werklozen, nu zijn dat er 143 per 100, blijft uit cijfers van het CBS.
Overal lijkt er een tekort aan personeel te zijn: in de zorg, in de techniek en in de ICT. Klantenservices zijn slechter bereikbaar, winkels, tankstations en zelfs spoedeisende hulpen worden gesloten en ouders zitten met hun handen in het haar vanwege capaciteitsgebrek bij de kinderopvang. Maar is de krappe arbeidsmarkt wel een probleem van te weinig capaciteit? Wat mij betreft niet. Er zijn genoeg mensen, maar we zorgen niet goed genoeg voor ze.
Vasthouden aan medewerkers geeft verzuim
Het probleem zit hem in de manier waarop organisaties met medewerkers omgaan. Krampachtig klampen ze zich vast aan medewerkers, uit angst dat mensen weggaan. Binden en boeien lijkt de toverformule om ervoor te zorgen dat medewerkers blijven. Extra salaris, leaseauto’s, vergoeding voor de kinderopvang, betaalde vakantie of compensatie van de zorgverzekering worden hiervoor ingezet. Dit soort pleisters op de wond genezen alleen niet; ze hebben namelijk helemaal niets met het werk zelf te maken. Het gevolg? Mensen blijven bij hun huidige werkgever, ook al zien ze er iedere ochtend tegenop om aan de slag te gaan.
En wat gebeurt er vervolgens? Juist, deze mensen ontwikkelen klachten en gaan verzuimen. Als we kritisch naar de cijfers kijken, is er voor 500.000 van de 600.000 dagelijks verzuimende medewerkers geen echt medische noodzaak om te verzuimen. Die kunnen de keuze maken om - wellicht met wat beperkingen - aan het werk te gaan, mits ze daar genoeg uitdaging en geluk vinden. Kortom: het krampachtig vasthouden aan medewerkers leidt tot verzuim en dus een tekort aan capaciteit. En zo schieten werkgevers zich in de eigen voet.
Daar komt bij dat werkgevers verkeerde prioriteiten stellen: ze focussen massaal op het aantrekken van nieuw personeel om de uitgevallen capaciteit van al die verzuimende collega’s op te vangen. In plaats daarvan zouden ze moeten investeren in preventie van verzuim, want dan is werven helemaal niet nodig. Helaas zie ik nog heel vaak te weinig besef van en kennis over een goed preventief beleid. Daarnaast is jammer genoeg de bereidheid om hierin te investeren erg gering of ontbreekt deze zelfs volledig.
Gelukkige medewerkers verzuimen minder
En daar ligt wat mij betreft de oplossing voor de krappe arbeidsmarkt: goed voor medewerkers zorgen! Gelukkige medewerkers gaan namelijk met plezier naar hun werk en dat zie je snel terug in de verzuimcijfers. Als een organisatie het verzuim met vijftig procent terugdringt - wat bij goed beleid echt haalbaar is - is het capaciteitsprobleem opgelost. Dan ontstaat er ook ruimte om medewerkers meer los te laten. Om je niet krampachtig aan ze vast te klampen, uit angst dat ze een andere baan zoeken.
Dit doe je door als organisatie een aantal stappen te zetten. Om te beginnen dien je voor een open organisatiecultuur te zorgen waarin wederzijds vertrouwen de basis vormt. Pak ontstane cultuurproblemen niet langer aan met structuuroplossingen, zoals afvinklijstjes om te zorgen dat iets gedaan wordt. Maak daarnaast de as ‘leidinggevende-medewerker’ tot het belangrijkste onderdeel bij (dreigend) verzuim. Voer geen discussies over wel of niet ziek zijn, maar ga regelmatig met medewerkers in gesprek en heb het dan over verwachtingen, ambitie en ontwikkeling. Schaf iets raars als een functioneringsgesprek – of een ander éénmalig gesprek per jaar – af. Geef medewerkers echt autonomie, maar durf dan ook echt eigenaarschap te verlangen. Dit doe je door individuele targets en “uren schrijven” los te laten. En door het registreren van vrije dagen af te schaffen. Durf erop te vertrouwen dat medewerkers hier goed mee omgaan en koppel het niet aan vrije dagen kopen of anderszins aan een budget. Op die manier zorg je dat – buiten je beperkte vakantiedagen om – verzuim, gekoppeld aan een ziekte, niet meer de enige legitieme reden is om er een keer niet te zijn. Autonomie betekent ook dat je medewerkers de ruimte geeft om waarden en talenten te onderzoeken en te laten ontdekken wat echt bij hen past, zowel in werk als privé. Dit vergroot uiteindelijk hun werkgeluk. Zo krijgen mensen grip op hun leven en neemt hun bevlogenheid en werkplezier toe. Dit heeft tot gevolg dat verzuim afneemt en arbeidsproductiviteit toeneemt.
Natuurlijk gebeurt het dat medewerkers in deze zoektocht ontdekken dat een andere baan beter bij hen past. Accepteer dit en help mensen met het vinden van die geschikte baan, in plaats van er van alles aan doen om ze toch binnen te houden. Ook dit hoort bij goed zorgen voor medewerkers. Als we dit als BV Nederland allemaal doen, werken mensen op een plek waar ze gelukkig zijn. Zo pakken we het probleem bij de oorzaak aan en houden we ons bezig met waar het werkelijk over moet gaan: het welzijn van medewerkers, mede in het belang van de gezondheid van je organisatie.
